About one-quarter of all children in foster care in the United States are currently placed with relative foster parents. For many years, child welfare agencies largely overlooked relatives as resources for the foster care of children who had been abused or neglected. However, in the 1980s, as the need for foster care exceeded the supply of traditional foster families, child welfare agencies began to turn to relatives.
